The TQM system is a comprehensive system focused on continuous quality improvement, minimization of production costs and delivery on time. The basic philosophy of TQM is based on the principle – there is no limit to improvement. In relation to quality, there is a target guideline – the desire for 0 defects, for costs – 0 unproductive costs, for deliveries – just in time. At the same time, it is realized that it is impossible to reach these limits, but it is necessary to constantly strive for it and not to stop at the achieved results. This philosophy has a special term – "continuous quality improvement".
The TQM system uses quality management methods adequate to the goals. One of the key features of the system is the use of collective forms and methods of search, analysis and problem solving, constant participation in improving the quality of the whole team. [11, p. 29]
In TQM the role of the person and training of the personnel essentially grows.
Motivation reaches a state when people are so passionate about work that they give up part of the vacation, stay at work, continue to work. There was a new type of workers – workaholics.
Training becomes total and continuous, which accompanies employees throughout their work. Forms of learning are changing significantly, becoming more active. So, business games, special FERUMS, computer methods, etc. are used
Learning also becomes part of motivation. Because a well-trained person feels more confident in the team, capable of the role of leader, has career advantages. Special methods of developing the creative abilities of employees are developed and used.
Certification of quality systems for compliance with ISO 9000 standards has been very thoroughly included in the relationship between suppliers and consumers.
The main goal of quality systems based on ISO 9000 series standards is to ensure the quality of products needed by customers and provide them with evidence of the company’s ability to do so. Accordingly, the mechanism of the system, the methods and tools used are focused on this goal. At the same time, in the ISO 9000 series standards, the target guidelines for economic efficiency are very weak, and the timeliness of deliveries is simply absent.
But despite the fact that the system does not solve all the problems necessary to ensure competitiveness, the popularity of the system is growing rapidly, and today it occupies a strong place in the market mechanism. An external sign of whether the company has a quality system according to ISO 9000 series standards is a certificate for the system.
As a result, in many cases, the company has a certificate of quality system has become one of the main conditions for its admission to tenders for participation in various projects. The certificate for the quality system is widely used in the insurance business: since the certificate testifies to the reliability of the enterprise, it is often provided with preferential insurance conditions.
The popularity of ISO 9000 series standards is evidenced by the overall dynamics of certification of quality systems for compliance with their requirements. Thus, according to the company Mobil, in 1993 the world was certified about 50 thousand quality systems. In 1995, their number increased to 100 thousand. We can assume that currently about 150 thousand certified systems.
For the successful operation of enterprises in today’s market, they have a quality system that meets ISO 9000 series standards, and a certificate for it may not be quite sufficient, but a necessary condition. That is why there are already dozens of companies in Ukraine that have implemented ISO 9000 series standards and certificates for their quality systems.
5. The fifth star. In the 90’s the influence of society on enterprises increased, and enterprises began to take into account the interests of society. This has led to the emergence of IC014000 standards, which set requirements for environmental protection and product safety.
Certification of quality systems for compliance with ISO 14000 standards is becoming no less popular than for compliance with ISO 9000 standards. The impact of the humanistic component of quality has increased significantly. The attention of business leaders to meeting the needs of their staff is increasing.
So the automotive industry has made its important step.
The Big Three American automobile companies developed in 1990 (1994 – second edition) the standard OS-9000 "Requirements for quality systems". And although it is based on the ISO 9001 standard, its requirements are strengthened by industry (automotive), as well as individual requirements of each of the members of the Big Three and the five largest truck manufacturers.
The introduction of ISO 14000 and OS-9000 standards, as well as self-assessment methods for European Quality Award models is the main achievement of the stage characterized by the fifth star.
Quality development in Ukraine, unlike in other countries, has started relatively recently. This allowed us to take into account the experience of other states that have made significant personal narrative ideas high school progress in this direction.
Quality control is the way out of the crisis. The state understands this and contributes to the development of this industry. The Ukrainian standardization system is aimed at ensuring consumer rights to provide safe, high-quality products and services that meet the development of science, technology and the needs of the population.
According to the Decree of the Cabinet of Ministers of Ukraine "On standardization and certification" from 10.05. 93 RUR The Committee of Ukraine for Standardization of Metrology and Certification was established, which organizes the work on the functioning of the state system of standardization, carries out planning, development, dissemination and application of state standards.
In order to improve the quality and competitiveness of domestic products and ensure the protection of consumer interests, on February 23, 2001 the President of Ukraine issued a Decree "On measures to improve the quality of domestic products." It states "the implementation of state support for the implementation of quality management systems in enterprises in accordance with the standards of the International Organization for Standardization (ISO) series 9000, covering quality assurance systems, and series 14000, covering the field of environmental management. " ". holding in Ukraine the annual European Week of Quality and the competition" 100 best products of Ukraine ".
In 1989 a public organization was founded – the Ukrainian Association of Quality, which today has such technical committees as "Quality of the food industry and water supply" "Quality of the environment and human health" "Quality assurance in metallurgy" "Quality assurance in modern materials science "" Quality assurance in instrumentation "" Quality and certification in the aviation industry "and many others. In March 1996, Ukraine was admitted to the European Quality Organization, where the Ukrainian Quality Association became its official representative. [10, p. 3-4]
Today, there is a single, founded in 1996, annual National Quality Competition. It is held under the auspices of the National Council for Quality under the President of Ukraine. The winners will be awarded at a ceremony dedicated to World Quality Day (second Thursday in November).
In 1998, the 17 best enterprises of Ukraine, which received the status or winner of this competition, joined the Club of Quality Leaders of Ukraine. Today it includes more than 60 companies.
The forum "Quality Days in Kyiv" has been held since 1992 and the "European Quality Week in Ukraine" since 1995.
The experience of domestic enterprises was also awarded by the European Foundation for Quality Management. Ukrainian companies first entered the arena for the European Quality Award in 1997. They were the companies "Probe" "Polystyrene" and "Wild Ltd".
In 2002, for the first time, a finalist of the Eurocompetition was an enterprise from Ukraine: OJSC "Brovary Road Construction Department-50". Ukraine became the third Eastern European country, after Hungary and Slovenia, to reach such heights. In 2000, JV "Intresplav" and "Boryspil" were already in the third place, and JSC "Institute of Oil Transport" and JSC "Brovary Road Construction Department-50" took part in the European competition for the second time. All these achievements have allowed Ukraine to establish itself as a state that cares about its citizens and is interested in joining the European Community as soon as possible.
As economic reforms develop in Ukraine, more and more attention is paid to quality. Currently, one of the serious problems for Ukrainian enterprises is the creation of a quality system that allows to ensure the production of competitive products.
The quality system is important when conducting negotiations with foreign customers, who consider it a prerequisite for the manufacturer to have a quality system and a certificate for this system, issued by an authoritative certification body. The quality system must take into account the characteristics of the enterprise, to minimize the cost of product development and implementation. The consumer wants to be sure that the quality of the delivered products will be stable and stable.
Quality assurance requires considerable costs. Until recently, the main share in youinstallments for quality accounted for manual labor. But today a high share of intellectual work. The problem of quality cannot be solved without the participation of scientists, engineers, managers. There must be harmony of all components of professional influence on quality.
The importance of product quality comes down to the fact that only quality products open the way for export to solvent Western markets. Special competitions are called upon to play an important role in ensuring the quality of Ukrainian producers’ products and their successful competition on world markets.
Various competitions with the awarding of honorary prizes to their winners are widely used in world practice.
Quality is an important tool in the fight for markets. It is quality that ensures the competitiveness of the product. It consists of the technical level of products and the usefulness of the product for the consumer through functional, social, aesthetic, ergonomic, environmental properties.
